Requires retailers selling unprocessed beef to display a conspicuous placard indicating the country of origin near the product.

Labels beef as "U.S.A. BEEF" if animals were born, raised, and slaughtered exclusively in the United States, or born and raised in the U.S. and transported no more than 60 days through another country before slaughter in the U.S.

Labels beef as "IMPORTED" if it does not meet U.S.A. beef criteria, with the placard indicating each country where the animal was born, raised, and slaughtered.

Applies only to unmanufactured, uncured, unsmoked, uncooked, and unprocessed beef sold at retail to consumers, not for resale.

Authorizes the Department of Public Health and Environment to promulgate rules for implementation, effective August 8, 2018 or upon voter approval if a referendum petition is filed.
