Increases Colorado children's trust fund board membership from 9 to 21 members to include representatives from additional state agencies, the business community, county leadership, General Assembly members, and parent organizations.

Expands the board's duties to advise on child maltreatment prevention, develop strategies to reduce child maltreatment fatalities and adverse childhood experiences, and monitor implementation of prevention programs.

Broadens eligible uses for trust fund grants to include programs preventing child maltreatment fatalities, reducing prenatal drug exposure, and addressing other adverse childhood experiences beyond traditional child abuse and neglect prevention.

Revises board member term lengths to four years (with newly appointed members staggered at three or four years) and limits members to two consecutive terms.

Extends the repeal date for the Colorado Children's Trust Fund Act from July 1, 2022, to July 1, 2023.
