Modifies the Hesperus account to allow income from the account to be used for tuition waivers for Native American students at Fort Lewis College, with remaining funds applied to public purposes determined by the board of trustees and approved by the general assembly.

Changes terminology throughout statutes from "Indian pupils" to "Native American students" in relation to Fort Lewis College tuition and educational programs.

Requires the general assembly to appropriate 100 percent of tuition costs for Native American students from the state general fund.

Allows Fort Lewis College to offer special programs to assist Native American students in preparing for and continuing their college education without charging tuition.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
