Amends Colorado Revised Statutes 27-10.5-312 to allow the Department of Human Services to continue leasing portions of the Grand Junction Regional Center Campus to third-party behavioral health providers until June 30, 2020.

Notwithstanding previous deadlines for vacating and selling the campus, the department may maintain leases with behavioral health providers through the extended date.

Either party to a lease may terminate early by providing the other party with 90 days' notice before vacating or requiring the property to be vacated.

Requires the department to continue providing quarterly written updates to the joint budget committee and capital development committee regarding the projected timeline for campus vacation and sale.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
