Requires the Colorado Commission of Higher Education to establish a policy allowing local education providers to receive concurrent enrollment courses from two-year institutions outside their approved service area when the assigned institution declines to provide such courses.

Two-year institutions must respond in writing within 45 days to written requests for concurrent enrollment programs or courses, or be deemed to have declined the request.

Concurrent enrollment programs or courses provided outside an institution's service area are funded as if offered on-campus within the providing institution's approved service area.

Allows voluntary service area waiver agreements between two-year institutions to provide concurrent enrollment courses outside their approved service areas without requiring local education provider participation.

Does not affect tuition rates for concurrent enrollment programs or courses as established under Article 35 of Title 22.
