Increases the court security cash fund surcharge from $5 to $10 on docket fees for civil actions, criminal convictions, probate filings, special proceedings, water matters, and traffic infraction penalties

For each $10 surcharge collected, the state court administrator must award $5 to the court that collected the fee upon which the surcharge was assessed

Increases specific court fees by $5 across multiple fee categories including dissolution of marriage proceedings, adoption proceedings, small claims actions, district court filings, jury fees, and special proceeding docket fees

Repeals provisions requiring the state treasurer to deduct $1.5 million (April 2009) and $500,000 (July 2009) from the court security cash fund for transfer to the general fund

Takes effect August 8, 2018, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election
