Prohibits governmental entities from issuing traffic citations based on automated vehicle identification system evidence on highways, roads, or streets, effectively eliminating red light cameras and speed detection systems.

Carves out exceptions allowing toll road operators to use automated systems to assess tolls, charges, and high occupancy vehicle lane violations under existing statutes.

Prohibits reporting evidence from automated systems to the Department of Motor Vehicles, credit reporting agencies, or insurance companies for any purpose.

Repeals related provisions that previously excluded automated system violations from license suspension criteria and point assessment on driving records.

Takes effect August 8, 2018, or if a referendum petition is filed, requires approval by voters at the November 2018 general election.
