Adds a new Class 3 felony offense for second degree burglary when the objective is theft of one or more firearms or ammunition, elevating the crime from Class 4 felony status.

Establishes a mandatory fine range of at least $5,000 but not exceeding $750,000 for persons convicted of burglary to acquire firearms under the new statute.

Appropriates funds to the Department for implementation: $69,856 for fiscal year 2020-21, $467,144 for fiscal year 2021-22, and $864,432 for fiscal year 2022-23 from the General Fund.

Applies to offenses committed on or after the effective date of the act.

The appropriations section is repealed effective July 1, 2023.
