• Requires abortion providers to give women written and oral disclosure at least 24 hours before an abortion, including physician information, procedure details, gestational age, physical and psychological risks, alternatives to abortion, and available financial assistance.

• Mandates providers offer women the choice to view an ultrasound (abdominal or vaginal) and receive a picture, oral description with heartbeat if present, and a list of free ultrasound providers within a 10-mile radius (or 50-mile radius if none available nearby).

• Requires providers to inform women of fetal development including nerve endings and potential pain capability, availability of abortion reversal procedures, and the woman's right to withdraw consent at any time without penalty or loss of benefits.

• Establishes Attorney General authority to collect information receipts, conduct inspections and investigations of abortion clinics, and impose civil penalties of up to $1,000 per violation or facility suspension/closure for non-compliance.

• Creates private civil cause of action for persons injured by violations, allowing damages, punitive damages, treble damages, and equitable remedies; also makes violations unprofessional conduct for physicians and classifies violations as unclassified misdemeanors with fines up to $1,000.
