Authorizes Colorado community colleges to offer bachelor of science in nursing completion degree programs for students with or pursuing an associate degree in nursing, subject to board approval.

Requires the state board for community colleges to consider student and workforce demand, cost effectiveness, and accreditation/licensing requirements before approving nursing degree programs.

Mandates community colleges provide 90 days' notice to the Colorado Commission on Higher Education and all state public and nonpublic institutions of higher education before requesting approval to offer a bachelor of science in nursing degree.

Requires annual reporting by state-supported institutions offering bachelor of science degrees in nursing, including number of degrees awarded, nursing exam pass rates, and total tuition costs.

Clarifies that community colleges remain primarily two-year institutions and that admission to a community college does not guarantee enrollment in specific programs with prerequisites.
