Grants the Department of Public Safety Executive Director authority to repeal rules concerning the Victims Assistance and Law Enforcement Advisory Board and related crime victim compensation and assistance programs.

Authorizes repeal of rules covering standards for administration of crime victim compensation programs, victim assistance and law enforcement programs, and review of violations and related sanctions.

Takes effect at 12:01 a.m. on the day following expiration of the ninety-day period after final adjournment of the 2018 general assembly (August 8, 2018).

Section 1 is repealed effective July 1, 2019, making this authority temporary.

Subject to referendum petition provisions under the Colorado Constitution; if petitioned, the measure requires voter approval at the November 2018 general election to take effect.
