Creates a pilot program allowing marijuana delivery in up to 3 municipalities through memoranda of understanding between the state licensing authority and local jurisdictions.

Authorizes the state licensing authority to issue up to 15 marijuana delivery licenses and adopt rules covering qualifications, training, vehicle requirements, security, inventory tracking, and health/safety standards.

Allows licensed delivery operators to deliver medical marijuana to registered cardholders 18+ years old (or parents/guardians 21+) and retail marijuana to persons 21+ at physical addresses in authorized jurisdictions.

Requires delivery personnel to possess valid occupational licenses, be at least 21 years old, and complete training on age identification and verification.

Appropriates $310,543 to the Department of Revenue for 2018-19 fiscal year to implement the program, with the entire delivery authorization repealing on December 31, 2020.
