Extends the continuous appropriation of money in the Educator Licensure Cash Fund to offset state board of education and department costs for administering educator licensing through fiscal year 2020-21 (previously set to expire July 1, 2018).

Requires the general appropriation bill to reflect the estimated amount of expenditures from the cash fund, including any funding for personnel.

Mandates department reporting to education committees and joint budget committee during regular legislative sessions through 2021 on cash fund expenditures and progress toward reducing educator license processing time to six weeks or less.

Repeals subsection (1)(b) of the fees and fund statute effective July 1, 2021.

Includes a safety clause declaring the act necessary for immediate preservation of public peace, health, and safety.
