Allows counties, cities, and towns to impose additional safety requirements on off-highway vehicles operating on roads within their jurisdiction, including requirements for driver's licenses, liability insurance, safety belts, child restraints, eye protection, helmets for occupants under 18, and occupant limits.

Prohibits local governments from imposing safety requirements on off-highway vehicles in specific circumstances outlined in state statute, including when vehicles are on certain designated roads or highways.

Clarifies that local safety ordinances must remain consistent with state rules and Article 14.5 of Colorado Revised Statutes.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case approval by voters in the November 2018 general election is required.

Amends Colorado Revised Statutes sections 33-14.5-101, 33-14.5-108, and 33-14.5-110 to authorize local regulation while maintaining state regulatory framework.
