Requires licensing for individuals acting as wholesalers, powersports vehicle dealers, manufacturers, distributors, representatives, or salespersons, with limited exception for business owners selling powersports vehicles owned for more than one year, used exclusively for business, titled to the business, with taxes paid, and total sales not exceeding 20 vehicles over a two-year period.

Directs the Department of Revenue to deposit fines collected from unlicensed vehicle sales violations into the Auto Dealers License Fund, with half of any fine also awarded to the law enforcement agency that investigated and issued the citation.

Allocates Auto Dealers License Fund revenues to implement Part 5 of Article 6 and to enforce licensing requirements for unlicensed vehicle sales.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case the measure requires voter approval at the November 2018 general election.
