Renames the Colorado Commission for the Deaf and Hard of Hearing to the Colorado Commission for the Deaf, Hard of Hearing, and Deafblind to include services for deafblind individuals.

Creates the Colorado Deafblind Citizens Council consisting of seven members representing different deafblind populations and a professional in the field to advise the commission on deafblind issues.

Expands the commission's duties to provide auxiliary services (interpreters, CART providers, assistive listening devices) to state court proceedings and establishes a pilot program to provide services to state departments and agencies.

Changes the grant program committee membership to include one person who is deaf, one person who is deafblind, one person who is hard of hearing, and one public representative.

Adds commission member position for one person who is deafblind and expands definitions and services throughout statutes to explicitly include deafblind individuals alongside deaf and hard-of-hearing populations.
