Creates the Statewide Health Care Review Committee to study health care issues affecting Colorado residents, including emerging trends, insurance affordability, delivery and payment changes, coverage rates, federal funding access, rural health care issues, medical transportation, uninsured populations, and health care workforce adequacy

Committee membership consists of members from the House committees on Health, Insurance, and Environment and Public Health Care and Human Services, plus the Senate committee on Health and Human Services

Chair rotates between House and Senate committee chairs annually, with House chair chairing in even-numbered years and Senate chair chairing in odd-numbered years

Committee may meet up to 2 times per legislative interim with authorization for up to 2 field trips per year, and may recommend up to 5 bills per year exempt from bill limitations

Appropriates $23,951 to the legislative department for the 2018-19 state fiscal year to support committee operations through the legislative council
