Prohibits performing dilation and evacuation abortions that involve dismembering the fetus limb by limb, crushing the skull, and removing all pieces, except in medical emergencies.

Exempts pregnant women and those who fill prescriptions or provide equipment from prosecution under this prohibition.

Classifies violation as a misdemeanor punishable by a fine of $50 to $500.

Requires medical licensing boards to suspend a healthcare provider's license for at least one year if they commit a violation of this statute.

Takes effect 90 days after the general assembly adjourns (August 8, 2018), or requires voter approval if a referendum petition is filed before that deadline.
