Higher education institutions receiving state funding must file a verified report by December 1 annually with the joint budget committee stating whether they engaged directly or indirectly in harvesting, trafficking, purchasing, or selling aborted human body parts in the previous year.

Any institution filing a report affirming engagement in these activities shall receive no state appropriations in the fiscal year following the report filing.

The reporting requirement applies to all state-funded higher education institutions under Colorado Revised Statutes section 23-1-104.

The act takes effect 90 days after final adjournment of the general assembly (August 8, 2018, if adjournment occurs May 9, 2018), unless subject to a successful referendum petition requiring voter approval in November 2018.
