Amends Colorado Revised Statutes 24-35-108.5(5) to change how the Department of Revenue publishes its "Disclosure of Average Taxes Paid" table from mailing physical booklets to taxpayers to providing the information through modern digital methods.

Requires the Department of Revenue to print the table in a clear and noticeable location in the income tax booklet with an indication of its location in the table of contents.

Mandates the Department make the table available on its website through a noticeable link and provide the table to taxpayers on the software platform the Department makes available for filing individual income taxes.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case it takes effect only upon voter approval at the November 2018 general election.
