Repeals laws regulating ballot issue petition circulators that were permanently enjoined from enforcement in Independence Inst. v. Gessler, 936 F. Supp. 2d 1256 (D. Colo. 2013)

Removes the requirement that circulators be Colorado residents, keeping only the requirement that they be U.S. citizens at least 18 years old

Repeals the prohibition on paying circulators more than 20 percent of their compensation on a per-signature or per-petition-section basis

Eliminates the secretary of state's authority to request documentation of compliance with compensation limits and to revoke petition entity licenses for violating those limits

Takes effect August 8, 2018, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election
