Removes the September 1, 2018 repeal date for weather modification permits issued by the Department of Natural Resources and extends the sunset review to September 1, 2033.

Extends the repeal date of Article 20 (weather modification regulations) from September 1, 2018 to September 1, 2033, requiring a review of the permit issuance function before that date.

Repeals Colorado Revised Statute 36-20-118, which prohibited weather control operations in Colorado if intended to affect weather in other states that prohibit such operations.

Schedules subsection (34) regarding weather modification permits for its own repeal on September 1, 2035, two years after Article 20's scheduled repeal.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
