Continues the consumer insurance council indefinitely instead of allowing it to sunset on July 1, 2018, extending the repeal date to September 1, 2028.

Repeals subsection (5.5) of the council's statutory authority, which allowed the council to issue annual consumers' choice awards to health insurance carriers based on rates, benefits ratios, and complaint ratios.

Removes the consumer insurance council from the list of advisory committees scheduled to repeal on July 1, 2018, and adds it to a new list repealing on September 1, 2028.

Requires the council to undergo a sunset review process pursuant to section 2-3-1203 before the September 1, 2028 repeal date.

Takes effect July 1, 2018.
