Extends the repeal date of the Physical Therapy Board's licensing functions from September 1, 2018 to September 1, 2024, implementing recommendations from the 2017 sunset review.

Authorizes physical therapists to perform dry needling if they have documented competency, complete an approved course of study, and obtain written informed consent from patients.

Expands the definition of physical therapy practice to include physical therapy diagnosis and prognosis, and clarifies that the scope evolves with innovation and research.

Reduces the Physical Therapy Board from five to four physical therapist members and adds one physical therapist assistant member (or an additional physical therapist if no assistant is available).

Establishes continuing professional competency requirements for both physical therapists and certified physical therapist assistants, measured by contact-hour-to-credit-hour ratios.
