HB 18-1161: Supplemental Appropriation to Department of Health Care Policy and Financing

• Appropriates $10,293,089,291 total funds for the Department of Health Care Policy and Financing for fiscal year 2017-18, including increases to medical services premiums, behavioral health programs, and community living services.

• Includes $7,950,895,769 for medical and long-term care services for Medicaid eligible individuals, funded through hospital provider fees, healthcare affordability fees, and federal funds.

• Appropriates $19,746,159 to cover overexpenditures from the 2016-17 fiscal year for medical services premiums, behavioral health capitation payments, regional centers, and other programs.

• Decreases hospital provider fee cash fund appropriations by $597,387,250 and adjusts healthcare affordability and sustainability fee cash fund appropriations by $860,684,044 for the 2017-18 fiscal year.

• Includes funding for eligibility determinations, behavioral health services, intellectual and developmental disabilities programs, indigent care, public school health services, and Department of Human Services Medicaid-funded programs.
