Continues licensing of community association managers and management companies under the Division of Real Estate for 5 additional years until September 1, 2023 instead of the original September 1, 2018 repeal date.

Allows certain ministerial functions (clerical, accounting, maintenance) to be delegated to unlicensed persons while maintaining license requirements for higher-level functions such as conducting board meetings, handling money, and negotiating contracts.

Reduces direct supervision requirements for apprentices and establishes that supervising managers are accountable for apprentice actions; directs the director to adopt rules defining appropriate supervision levels for specific duties.

Removes automatic acceptance of specific private credentials (CMCA, AMS, PCAM) as qualifications for licensure and requires the director to specify acceptable credentials by rule.

Adds due-process protections to cease-and-desist order procedures, allowing the director to issue an order to show cause with a hearing before (rather than after) requiring respondents to cease unauthorized practices.
