Continues and expands the offender reentry grant program originally established by HB 14-1355 in 2014, which provides funding to community-based organizations for reentry services to people on parole and inmates in community corrections.

Appropriates $3,286,000 from the correctional treatment cash fund for fiscal year 2018-19 to expand the program by maximizing total grantees, adding grantees in underserved and rural communities, and adding grantees specializing in women offender reentry services.

Funds the program through general funds for fiscal years 2019-20 through 2022-23, with an encouraged annual general fund appropriation of $5,475,380 to the Department of Corrections.

Extends the program's sunset date from September 1, 2018 to September 1, 2023, requiring the Department of Regulatory Agencies to conduct another sunset review before the 2023 repeal.

Modifies grant award procedures to require the intermediary administrator to release up to 25% of annual appropriations at the beginning of each fiscal year for advance grant distributions to community partners.
