Allows mental health professionals who are respondents to dismissed complaints to access files held by the Division of Professions and Occupations and regulatory boards regarding their cases.

Exempts respondents from the open records law exemption that normally protects dismissed complaint records from public disclosure.

Requires the Division and boards to redact names of the respondent's clients, other service recipients, complainants, witnesses, and any other information identifying individual persons from materials provided to the respondent.

Amends Colorado Revised Statutes 12-43-224 to add subsection (4)(d) establishing the respondent access provisions.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
