• Allows nonresident property owners and their spouses/civil union partners to vote in special district elections if they own taxable real or personal property within the district and meet all other voter registration requirements.

• Requires nonresident voters to sign a notarized self-affirmation oath confirming their eligibility and property ownership status before voting.

• Makes voting in special district elections optional for districts—special district boards must pass a resolution at a public hearing to allow nonresident property owners to participate.

• Permits nonresident property owners to serve as non-voting members on special district boards (maximum one non-voting member for 3-member boards, maximum two for 5-member boards) with 4-year renewable terms.

• Establishes registration requirements including submission of identification, social security information, and a completed self-affirmation form; takes effect September 1, 2018, subject to referendum petition.
