Declares that prescribing, dispensing, transporting, or possessing a prescription drug containing cannabidiol approved by the federal FDA is legal in Colorado and not precluded by section 18-18-414(1)(d) of Colorado Revised Statutes.

Excludes FDA-approved prescription drug products containing cannabidiol from the definition of "marijuana" under Colorado law when dispensed by a registered pharmacy or prescription drug outlet.

Clarifies that the legislation does not restrict regulation of or access to marijuana authorized under Colorado Constitution Articles XVIII sections 14 and 16, or industrial hemp authorized under Article XVIII section 16.

Specifies that nothing in this act affects previously authorized activities concerning cannabinoid products derived from marijuana, industrial hemp, or other lawful sources that are not FDA-approved prescription medicines.

Takes effect on August 8, 2018, unless subject to a referendum petition, in which case it requires voter approval at the November 2018 general election.
