HB 18-1189 Summary

• Creates the Teacher Residency Expansion Program in the Department of Education to identify best practices and effective strategies from pilot teacher residency programs for statewide expansion.

• Department of Education shall contract with up to three institutions of higher education and up to three alternative teacher programs operating proven residency programs to expand pilot programs beginning in the 2018-19 school year.

• Participating institutions must match 100 percent of state funding received to offset direct implementation costs, with written documentation of matching funds required before contract approval.

• Department must annually review pilot programs for effectiveness in teacher retention and cultural competence development, and submit progress reports by January 15 each year to the State Board, Colorado Commission on Higher Education, Governor, and legislative education committees.

• Appropriates $600,000 to the Teacher Residency Expansion Program Fund for fiscal year 2018-19, with all unexpended funds transferred to the general fund on July 1, 2023; article repeals effective July 1, 2023.
