HB18-1191 Summary

• Amends Colorado law to allow county and municipal authorities to adjust speed limits within their jurisdictions based on traffic investigations or surveys

• For residential neighborhoods, authorities may additionally consider road characteristics, current and future development, environmental factors, parking practices, pedestrian and bicycle activity, and crash statistics from the most recent year

• Defines "residential neighborhood" using the same meaning as established in section 42-4-110.5(2)(g)(II)

• Maintains existing restrictions that local authorities cannot alter basic speed limit rules or authorize speeds exceeding 75 miles per hour

• Takes effect August 8, 2018, unless a referendum petition is filed, in which case approval by voters in November 2018 is required
