Expands the qualified professionals who may conduct disability evaluations for Aid to the Needy Disabled applicants to include licensed psychologists and other licensed health care personnel deemed appropriate by the state department.

Maintains requirement that applicant's medical condition must be certified by a physician, physician assistant, or advanced practice nurse licensed in Colorado.

Allows applicants to be examined by registered nurses functioning within their scope of practice, physician assistants, advanced practice nurses, or other approved licensed health care personnel in addition to physicians.

Requires the examining professional to certify in writing the diagnosis, prognosis, and other relevant medical or mental factors relating to the applicant's disability using state department-prescribed forms.

Preserves existing prohibition on approving applicants whose disability is primarily caused by alcohol use disorder or substance use disorder related to controlled substances, except as provided in section 26-2-111(4)(e).
