Authorizes school districts, boards of cooperative services, and charter schools to create local, student-centered pilot accountability systems measuring student learning, professional culture, and resource allocation.

Requires pilot proposals to include measures for assessing performance, annual review procedures, feedback mechanisms, parent communication plans, and methods for determining success.

Participating local education providers must continue complying with existing accountability and accreditation statutes while implementing pilot systems.

Grants up to $50,000 annually for individual providers or $100,000 for groups of providers that submit proposals and agree to department monitoring and annual evaluation reporting.

Department of Education must submit annual reports to the governor, state board, and education committees; authorization repeals September 1, 2023; reduces teacher/principal performance evaluation requirement based on student growth from 50% to a range of 20-50% with district discretion.
