Establishes a process for persons to obtain approval of aquifer storage-and-recovery plans within designated groundwater basins by applying to the Ground Water Commission in a form and manner determined by the Commission through rules.

Requires applicants to submit an application summary to the Commission for publication, with the complete application to be published within sixty days after filing if determined complete.

Mandates the Commission hold a hearing if an objection to the application is filed and shall approve plans meeting the requirements of Article 90 and Commission rules.

Prohibits aquifer storage-and-recovery plans from being used to avoid limitations on existing wells, including restrictions on well location changes, and requires existing wells to independently comply with all applicable rules.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case the act requires voter approval at the November 2018 general election.
