HB 18-1204 Summary

• Repeals the motorist insurance identification database program and replaces it with annual fees for uninsured drivers: $250 per year or $125 if prepaid insurance for 6 months is provided.

• Waives the $125 fee entirely for drivers with household income at or below 130% of federal poverty line who prepay for 6 months of insurance.

• Authorizes courts to impose a surcharge of up to $4,000 for violations connected to accidents causing serious bodily injury and to order vehicle immobilization devices ("boots") for up to 180 days.

• Requires driver's license cancellation if fees are not paid or insurance is not prepaid as required, with fees deposited into the Colorado DRIVES vehicle services account in the highway users tax fund.

• Sets the motorist insurance identification fee at 10 cents per vehicle during vehicle registration; effective September 1, 2018.
