Establishes the "Live and Let Live Act" to protect individuals and organizations with sincerely held religious beliefs or moral convictions regarding sex, marriage, and gender identity from state government discrimination.

Protects religious organizations, businesses, and individuals from discriminatory state action when declining to provide services, accommodations, or goods related to marriage celebrations, including photography, catering, floral arrangements, and venue rentals based on religious beliefs.

Prohibits state government from taking discriminatory action against adoption and foster care agencies, foster parents, or adoptive parents who decline services based on sincerely held religious beliefs about marriage and gender identity.

Allows county clerks, judges, and magistrates to seek recusal from authorizing or performing marriages based on religious beliefs, with the state required to ensure marriages are not delayed.

Permits individuals to bring claims or defenses against the state for violations within two years and recover declaratory relief, injunctive relief, compensatory damages, and attorneys' fees; waives sovereign immunity except for Eleventh Amendment protections.
