Requires the Colorado Department of Health Care Policy and Financing to annually prepare a hospital expenditure report detailing uncompensated hospital costs and expenditure categories by payer group, in consultation with the Colorado Healthcare Affordability and Sustainability Enterprise Board.

Mandates each general hospital in Colorado provide the department with hospital cost reports submitted to federal Medicare and Medicaid services, annual audited financial statements, utilization and staffing information, and data through a secure online reporting system.

Requires the annual report to include uncompensated care costs by payer group and the percentage that various expense categories contribute to overall hospital expenses, including inpatient care, outpatient care, administrative costs, capital construction, maintenance, equipment and technology, personnel services, and other categories.

Specifies the department must submit the annual hospital expenditure report to designated legislative committees, the governor, and the state board on or before January 15 each year, beginning January 15, 2019, and must post the report on the department's website.

Report requirement continues indefinitely and department may combine this hospital expenditure report with the enterprise board's report as long as all specific requirements are met.
