Creates a special permit program for youth members of shooting sports organizations to hunt light geese on private land with landowner permission.

Requires applicants to apply as part of a group application where the group must be a registered youth shooting sports organization.

Mandates that participating private landowners agree to notify the youth group when light geese are present on their land.

Does not eliminate the requirement that permit holders obtain any required hunting license and waterfowl stamp.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case it requires voter approval at the November 2018 general election.
