State auditor, in consultation with the commissioner of education, must design a program review process by January 1, 2019 for systematic review of education programs enacted by the legislature and implemented for at least six years.

State auditor shall present annual schedules of program reviews to the state board of education and conduct reviews subject to available appropriations, with reports delivered to education committees and posted on state auditor and department of education websites.

Program reviews must evaluate program effectiveness in meeting stated goals, compare expected versus actual outcomes, assess impact on student performance, analyze implementation costs, and evaluate effects on instructional time and parent engagement.

State auditor may consider program subject matter, administering entities, state costs, implementation duration, data availability, educator resource impact, and overall program importance when determining review schedules and scope.

Local education providers must provide requested information and data to the state auditor if available and under their control, with confidential information remaining confidential in the auditor's possession.
