Prohibits terminating the life of an unborn child beginning at fertilization and classifies violation as a class 1 felony.

Exempts licensed physicians performing medical procedures to prevent a pregnant mother's death if reasonable medical efforts are made to preserve both lives consistent with conventional medical practice.

Exempts licensed physicians providing medical treatment including chemotherapy and ectopic pregnancy removal that accidentally or unintentionally injures or kills the unborn child.

Exempts pregnant mothers from criminal penalty for termination performed or attempted upon them; does not prohibit sale or use of contraception.

Establishes that conviction for violating the termination prohibition constitutes unprofessional conduct for physician licensing purposes and takes effect July 1, 2018.
