HB18-1226 Summary

• Department of Higher Education must prepare an annual return on investment report on undergraduate degree and certificate programs at Colorado public institutions of higher education beginning July 31, 2019.

• Report must include student enrollment, degrees/certificates awarded, average time to completion, average cost for in-state students, average student loan debt, employment rates, and average earnings at 1, 5, and 10 years after graduation.

• Employment rate information must specify number of graduates matched through data sources and number excluded with explanations for exclusions.

• Department shall submit annual report to House and Senate education committees and post on its website for public access, with exemption from standard bill sunset procedures.

• Appropriates $74,153 to Department of Higher Education for fiscal year 2018-19 to implement the reporting requirements; section repeals effective July 1, 2027.
