State agencies must submit budget requests to both the joint budget committee and their assigned joint committee of reference by October 1 (moved up from November 1)

Joint committees of reference must provide written recommendations on budget requests to the joint budget committee by November 1 and on budget amendments/supplemental appropriations by January 15

The joint budget committee liaison must notify each joint committee of reference in writing which of its recommendations were adopted or rejected in the joint budget committee's appropriations recommendations

Joint budget committee staff must provide budget analyses to the joint committees of reference to assist with their review responsibilities

Departments' budget presentations to their assigned joint committees of reference will be coordinated with their performance plan and regulatory agenda presentations during the interim period between legislative sessions
