Removes the Colorado Food Systems Advisory Council from the September 1, 2018 sunset repeal date in section 2-3-1203, C.R.S.

Reschedules the council's repeal to September 1, 2023, extending its authorization for five additional years.

Amends section 24-37.3-107 to change the article's repeal date from September 1, 2018 to September 1, 2023.

Requires the food systems advisory council to undergo sunset review prior to the 2023 repeal date, implementing recommendations from the Department of Regulatory Agencies' sunset report.

Takes effect on August 8, 2018, unless a referendum petition is filed, in which case approval at the November 2018 general election is required.
