Creates a commemorative submarine service license plate in Colorado for honorably discharged, retired, reserve, or active members of the United States Navy submarine service.

Allows eligible submarine veterans to obtain the special license plate for trucks not exceeding 16,000 pounds, passenger cars, motorcycles, or noncommercial/recreational vehicles.

Requires applicants to submit a DD214 form or other sufficient evidence from the United States Government demonstrating submarine service membership to qualify for the plate.

Appropriates $2,960 to the Colorado Department of Revenue from the license plate cash fund for fiscal year 2018-19 to cover license plate ordering costs.

Takes effect January 1, 2019, unless a referendum petition is filed, in which case approval at the November 2018 general election would be required.
