Prohibits licensed physicians specializing in psychiatry and licensed, certified, or registered mental health care providers from engaging in conversion therapy with patients under 18 years of age.

Defines "conversion therapy" as practices seeking to change an individual's sexual orientation or gender identity, including efforts to change behaviors, gender expressions, or eliminate sexual or romantic attraction to same-sex individuals.

Excludes from the definition psychotherapies that provide acceptance and support for identity exploration without seeking to change sexual orientation or gender identity, and therapies assisting persons undergoing gender transition.

Establishes engaging in conversion therapy with a minor as unprofessional conduct subject to disciplinary action by the appropriate licensing board for psychiatrists and mental health professionals.

Takes effect August 8, 2018, unless a referendum petition is filed, in which case approval at the November 2018 general election is required before the law becomes effective.
