Exempts members of the general assembly and most employees of the legislative department from the statewide change to twice-monthly salary payments.

Requires general assembly members and most legislative department employees to continue receiving monthly salary payments on the last working day of each month, with June salaries paid on the first working day of July.

Applies the twice-monthly payroll system to legislative department employees currently paid on a biweekly basis, effective when the system is implemented for all other state employees.

Amends Colorado Revised Statutes 24-50-104 regarding job evaluation and compensation for state employees.

Takes effect 90 days after final adjournment of the general assembly (August 8, 2018) unless subject to a referendum petition requiring voter approval in November 2018.
