Requires the State Treasurer to distribute federal funds from Naval Oil Shale Reserves (NOSR) 1 and 3 that were withheld from 1997-2008 to four Colorado counties: Garfield County (40%), Rio Blanco County (40%), Mesa County (10%), and Moffat County (10%)

Applies to funds received under the Federal Mineral Lands Leasing Act of 1920 that were set aside prior to January 1, 2009 and withheld by the federal government under 10 U.S.C. § 7439

Authorizes the State Treasurer to distribute funds directly to any federal mineral lease districts that a county has created, rather than to the county itself

Declares that Garfield, Rio Blanco, Mesa, and Moffat counties incurred significant costs addressing impacts from the Anvil Points Site operation and mineral extraction but received no state or federal reimbursement

More than $113 million was withheld from the state between 1997-2008, with approximately $80 million already spent for reimbursement and site cleanup
