Requires each state agency to conduct an analysis within existing resources to identify rules with the greatest noncompliance frequency, rules generating the most fines, and first-time offenders given cure opportunities.

Directs agencies to analyze factors contributing to noncompliance and consider whether rules are unclear, need rewriting, or require more business education and training.

Agencies must review enforcement levels and appropriate fines for rule violations.

Principal departments must forward their noncompliance analyses to the Department of Regulatory Agencies, which compiles them into a single report for presentation to legislative oversight committees.

Act takes effect August 8, 2018, or requires voter approval in November 2018 if a referendum petition is filed.
