CO HB1252

Prohibits persons and entities from preparing, selling, or distributing academic assignments (term papers, theses, dissertations, essays, reports) for others to submit for college credit, with knowledge the work will be submitted by another student.

Expands prohibition to include selling documents or services that provide answers for or complete online exams administered as part of higher education coursework.

Establishes civil penalties of up to $750 per violation, enforced by the attorney general on behalf of the state.

Creates exceptions for tutorial assistance not intended for submission and for services limited to typing, transcribing, assembling, reproducing, or editing without making substantive changes.

Applies to all institutions of higher education in Colorado, including state universities, local colleges, technical colleges, and nonpublic institutions; takes effect August 8, 2018, subject to referendum petition.
